Located in the city of Imladris (Rivendell) and presided upon by the noble Elf Lord Elrond, the White Council is a gathering place for all the goodly people who oppose the enemy and his minions.

A tall, dark haired elf clad in the garments of the Silvans of the east rises to address the Council.
"I have traveled many miles to bring grave news out of Mirkwood. A mighty host of Mordor is stirring to the south of the woods, in Dul Guldur. A Nazghul rides from that fortress each night, in search of what we do not know. Meanwhile, we hear the orcs of the Misty Mountains prepare again for war, looking to our borders. We have caught many of their spies, and hear that our friends in Lothlorien have as well.
We are not sure what the Enemy is planning, but these mobilizations disturb us, so we have come to bring the matter to our kin in the west."

A messenger from Rohan arrives: Thengel, King of Rohan sends his greetings to this council, but regrets that he can spare no proper emissary for the time being. In a bid to secure our borders, Rohan has dispatched her armies to east and west to bring the following lands under the control of the Rohirrim: As the map indicates, we lay no claims on the realms of Enedwaith and Druwaith but merely seek to secure our eastern flanks by stationing troops in them. Gamling, First Marshal of the March has crossed the Gap of Rohan and marches on the settlment of Talsir. To the west, the city of Tirith Anduin is to be incorporated into Rohan proper. To this end, Theoden, Second Marshal of the March is gathering forces in Westemmet. My Lords, Thengel, King wishes to advise of continued incursions from the Dunlendings into Rohirrim territory from their strongholds to our north, as well as reports of goblins and orks too far south of the Misty Mountains for our liking. Moreover, little has been heard from Isengard in recent times, our ancestral protector from these northern woes. Despite all this, Thengel, King wishes to restate his confidence that any Dunlending or Golbin incursions can be dealt with in a timely and efficient manner.

The emissary from Gondor stands up and adresses the council in an arrogant manner:
The steward of Gondor thanks the noble Elrond for hosting this council in the magnificent city of Rivendell. For years, we have reported the growing strength of Mordor only to be ignored by some members of this... honorable council.
The dark eye of Sauron has been sighted over a mighty tower, looking gloomingly over our lands, searching for something probably foul. Our spies report that our ancient enemy is forging steel to prepare for war. Who knows when bloodthirsty orcs will spill out of Mordor to raid our lands.
The Silvan elves talk of orcs in Dul Guldur: surely this is only the beginning, for who knows what dark plan Sauron has in store.
Our Rohan brothers to the North wage war against neutral lands while Mordor grows in strength every day. Our steward would like to remind the great king Thengel that all free people are threatened by Mordor and should send us help.
While this council debates and ponders, Gondor will prepare to face Mordor.

The Dwarvish emissary, who has worn a mail shirt to Council as though ready for battle, scoots out of his too tall Elvish chair and 'rises' to speak,
War is coming to the north as well. King Dain means to drive the Orcs out of the mountains. Forever. If any of you want to help, yer welcome, but mind you don't get in the way.

The Silvan delegate glances briefly towards the mortals who have spoken.
We are glad to hear that the Dwarves are prepared to retake their lands. Too long Orcish raids have come to Mirkwood from their ancestral homelands. Perhaps things would not be so dire if they had not awoken something evil deep in the mountains all those years ago.
For our part we are retaking parts of the forest that we had long left abandoned, so as to garrison them against the orcs of the Misty Mountains and the armies of Dul Guldur. Any orcish force that ventures near Mirkwood will not live to report back to their masters.
As for the doings of the humans to the south we have no concerns. Ever have Men fought amongst themselves and perhaps it is just their way to have to conquer lesser nations as they would not unite willingly against the Enemy.
We do hear that our cousins to the south in Lothlorien have become more interested in human affairs of late, though. Perhaps they will wish to speak to those...Rohirrim I believe they call themselves now, who border them.

Lunelaith has been reclaimed from rebels. Don't go nosing around there, eh?
Armies are moving into the hills to seek orcs. Within three years we mean to reclaim Dain's halls and begin to drive back the beasts.

All hail the soldiers of Gondor, for only they stand against the forces of darkness.
The vile demonspawns from Mordor have begun raiding our lands. Armies of foul orcs with their disgusting weapons forged deep in the mountains are approaching Osgoliath.
Our soldiers have sworn an oath to protect our lands and thus YOUR lands from the enemy.
Orcs shall meet horse and steel.
People of Middle Earth, we have entered a new age! We must face Mordor together, or fall.
Our steward asks that you send aid to those who protect your lands.

Nain, second son of Dain King under the Mountain, marches south at the head of a party of Dwarven warriors to answer your call Gondor. He will be long on the march, but he comes.

The Stewards of Gondor, as usual, consider the entirety of Middle Earth to revolve around their kingdom, failing to recognise that the Enemy is powerful not only in Mordor.
None the less, the Rohirrim have sworn the Oath of Eorl and we will answer.

News from the Rohirrim. Gamling, First Marshal of the Mark has entered the town of Talsir, in the south of the Enedwaith. Most of the population welcomed the Rohirrim, although a small party of them got violent. Thankfully, the Rohirrim were able to subdue the natives without too much violence. Meanwhile, Theoden, Second Marshal of the Mark has reclaimed the Wold for Rohan, where some evil men from across the Anduin had terrorized the local populace and made the crossings of the great river unsafe. However, this came at the cost of a few of our own men, so his ride to Gondor's aid will be delayed by at least a season.

Glad to hear there's more comin' to aid Gondor. Nain has yet to clear the Dalemen's lands, but he comes.
We caught some orc raiders in the eastern mountains. They didn't want to fight, just to run, but we caught some and piled a few hundred heads as a warnin' to the rest. Be wary, they're bold. If we catch any more we'll let ya know.

Noble council, hear these latest news from Gondor ! Hundreds of orcs have assaulted Osgiliath. The armies of Gondor marched and challenged them in the eastern fields. The battle was fierce. Those orcs are different from the raiding bands we fought for ages. They were well armed and trained. Dozens of our finest warriors have fallen on that day...
Our steward thanks the noble dwarves from the North and our Rohirrim brothers for sending us aid.
There once was an old Alliance between men and Elves. Your bows will not protect you from the hordes of Mordor. You must fight with us ! Gondor asks that the Elves climb down their trees and come to the help of those who die for your safety.

As far as I am aware, only the Elves of Lothlorien live on trees. Neither the Silvan elves of the Woodland realm, nor the Noldor of Rivendell and Lindon follow that practice.
I am sure my Gondorian counterpart means no offense to the Elves through his ignorance. I pray you show understanding for his unrefined manners, for Gondor is hard pressed and time for niceties is few.
None the less, perhaps it would be wise for the emissary from Gondor to guard his words more closely, lest potential allies be lost. The last thing we need is quarrel amongst ourselves.

It is refreshing to see that some humans remember things about Elves outside of myth, but odd that it should be those from a Kingdom of Man that began long after I reached the age of majority, and not the Kingdom of Gondor.
I am happy to announce that we have retaken Eastern Mirkwood. In response to our success a great host was risen at Lothlorien. This force from our cousins to the south will join with some led by the son of Thranduil and march on the Enemy Stronghold of Dul Goldur, preventing him from opening a second front against the free peoples. Once this task has been finished our people will consult about the possibility of sending forces further south to help Gondor.
